In order to enter into the opportunity, you must sign up with Tel3 yourself, after which point you can resell it to others. As the name suggests, by the time you 'tell 3' others about the program (that's assuming that they sign up too), then your phone usage should be paid for. After that, you have the opportunity to profit by signing others up.
